The Australian Government publishes annually a list of Country with Levels, and regards the documents needed to show to get a visa. The Top position in the "Ranking", means less paperwork and requirements.  For example, Brazil was level 3, and went up for level 2.  That means, by in the Australian eyes, the Brazilians are better behaving and complying with the rules and conditions of staying in the Australia,  don’t work illegally, and they are returning to their home country after the visa expires (not staying illegally).  May be in years to come Brazilians will be promoted to level 1 as the Portuguese. Everything depends on Australia Immigration, and the bilateral agreements between the countries.

Levels for some countries may be different depending on type of course being undertaken. For example, a county may be given level 4 for English courses but a level 2 for a University degree, meaning that it is easier for that person from that country to get in to a university degree, than an English course. Level 1 can apply by the internet, change visas inside Australia, and show less documents. Please check more information about assessment levels and financial requirements at immigration website students requirements.

Note: If you have another passport from a country in the level 1, perhaps would be easier to apply like a citizen of that country, you may apply by Internet and do not need to leave the country to change visas.  However if you have any problem in Australia, you should refer only to the Embassy of that country for help to solve your problem.  In such cases as deportation, the person will be deported to the country of the passport, and not to the country of residence.  The choice is yours as well the consequences.
